The different stages of International Environmental Agreements, the complex and asymmetric process of climate negotiations and country-specific circumstances are some of the reasons provided to justify slow progress. However, the scale of potential damages, ethical concerns and the quest for leadership are all powerful reasons to step up the game and go beyond the Cancun legacy: ‘Agreements to agree’ and coming back to multilateralism.
